iii. Time Voucher Digitalization: Streamlining Air Time Distribution
The distribution of air time to political parties on All India Radio and Doordarshan during
elections has been digitized. The introduction of QR-coded time vouchers, accessible through a
dedicated portal, eliminates the need for physical collection. This digital approach simplifies the
process, making it more efficient and accessible for political parties, a notable achievement in
the elections of various states in 2023.
iv. ESMS Portal: Catalyst for Inducement-Free Elections
The Election Seizure Management System (ESMS) Mobile App integrates technology into
monitoring, fostering coordination among central and state enforcement agencies. By digitizing
data on intercepted/seized items, the ESMS Mobile App facilitates automated reporting, avoids
duplicate data entry, and aids in analysis at the CEO level, ensuring inducement-free elections.
