Election Seizure Monitoring System (ESMS)

ESMS mobile app has been developed to digitize data for intercepted/seized items, including
cash, liquor, drugs, precious metal, freebies etc. direct from field during Model Code Conduct.
The app has been developed for quick sharing of information for providing easy coordination at
Chief Electoral Officer (CEO) & District Election Officer (DEO) level when multiple enforcement

agencies are involved in election expenditure monitoring process. The app helps in saving time
in collecting and compiling reports from various agencies and better coordination.3

The embedment of technology in the various electoral process as seen above is the sign of ECI’s

unwavering commitment to ensuring free, fair and inducement free elections for upholding the
strong democratic roots of India.
